1. Creating a Virtual Parliament on the Internet

Each citizen will have their own seat in the Virtual Parliament to vote, make proposals or choose a proxy.

The citizen’s identity and actual vote will be authenticated using the cryptographic functions (identification and digital signature) already available on Spanish ID smart cards (DNI electrónico or DNIe).

The Virtual Parliament is currently being developed by a team of volunteers and will be functional by 2012:

• Agora Ciudadana (en desarrollo)

2. Transferring power from the physical Parliament to the Virtual Parliament

A political party, the Partido de Internet (the Internet Party) has been created for this purpose. This political party does not, and will not, have any political ideology of its own. Its only purpose is to become a tool for the transfer of power from the physical Parliament to the Virtual Parliament.

The only promise made by the Partido de Internet is that it will vote on the physical Parliament what citizens have voted on the Virtual Parliament.

This will enable a slow, smooth transition towards a effective Liquid Democracy.
This transition will most likely take decades so there will be plenty of time to develop/improve the security infrastructure, the Virtual Parliament, etc.
